Two High Priests

Jewish tradition tells us there should only be one High Priest at a time ...
Luke talks about the high priesthood of Annas and Caiaphas (i.e. two high priests). But "Any person being acquainted with the history and polity of the Jews, must have known that there never was but one high priest at a time."
However, when one examines the history behind the scenes, Josephus confirms this: "Throughout the period of the Gospel events and for more than a decade afterward, Annas kept the power of the high priesthood and controlled the Temple through his sons, five of whom were appointed high priest by Roman procurators."
The Romans were interfering with the running of Jewish affairs and thus the two High Priests mentioned in Luke are correct.
